It is located off Jalan Burma which is one of the main roads of Pulau Tikus. The road intersects Jalan Macalister allowing easy access to Lebuhraya Tun Dr. Lim Chong Eu, which leads to the rest of Penang Island as well as the Penang Bridge.

    The local community in the area where Moulmein Rise is being built is voicing their disapproval against the building of such a contemporary and modern building at the centre of the Moulmein residential area and the Pulau Tikus wet market. It is said that the developers managed to circumvent the more stringent laws required for approval of residential buildings by marketing the Moulmein Rise as a commercial development. Local residents say that the location itself is as busy as it is. The addition of a 27 storey sticking out of the rather old-fashioned neighborhood would stick out like a sore thumb. The construction would also create chaos in the already busy street with a wet market and full of hawker stalls. Despite the shortcomings of the development, it is able to command a price of RM1,300 psf due to the absolutely prime location and land scarcity in central Penang.
