Jalan Kenari gets a facelift

A REVITALISATION project is under way in “the dirtiest part of Subang Jaya”.

The project in Jalan Kenari off Bandar Puchong Jaya is the first of its kind for the Subang Jaya Municipal Council (MPSJ) as it uses a soft approach and ropes in business owners and JKP Zone 10 members.

It took into account the feedback from discussions with residents and business owners as well as analysis of public complaints.

The council kicked off the revitalisation with the Clean Up Drains Campaign in November 2015, where business owners were tasked to clean their drains and instal proper drainage covers to make cleaning easier for contractors.

The campaign ran until Jan 31 this year and despite the ample warning, 67 premises did not comply with the guidelines set on drain covers or constructed additional structures. They were slapped with notices at the end of the campaign.

In March this year, 188 premises were given notices under Section 72 of the Street, Drainage and Building Act 1974 (Act 133).

After the expiry period of the warning notice, 121 premises corrected their mistakes to comply with set conditions.

The council also issued 79 cleaning notices and 54 compounds under the Licensing Act 2007 while four premises were shut down for poor cleanliness.

The council said the clean drain campaign was a success as it exceeded its expectations of getting 60% of the drains cleared and covered.

According to MPSJ councillor George Yap, 65% of the drains were covered by business owners themselves.

“The council used a mild approach on this project and received good response from business owners.”

MPSJ also made traffic and road changes in the commercial area.

The second phase of the project began last month where the council made changes to traffic flow in different parts of the commercial area.

A road ingress in Jalan Kenari 11 has been closed.

Kinrara assemblyman Ng Sze Han said the road was closed as it saw heavy traffic daily.

He said vehicles passing through would take the road as a shortcut into the residential area nearby.

He suggested that another road ingress be made for road users coming in from the Damansara-Puchong Highway to the Jalan Kenari commercial area, through Jalan Kenari 7.

This is because the closure in Jalan Kenari 11 has increased the traffic burden in Jalan Kenari 4, near IOI Boulevard.

Eric Chong, 43, who owns an eatery in Jalan Kenari 21, said the traffic changes had improved the flow of vehicles in the area.

“There is less bottleneck spots and traffic build-up after the new implementations,” he said.

However, he noted there was still more to be done to improve traffic condition and that road users should be made aware of the changes with more signage.

A business owner who only wanted to be known as Mok, suggested that another entryway be made as the closure in Jalan Kenari 11 had slowed down his business.

MPSJ has converted Jalan Kenari 18B, Jalan Kenari 20, Jalan Kenari 22 and Jalan Kenari 23A into one-way streets.

The council also spent RM380,000 from the Marris fund to resurface 2.5km of back lanes.

There is more to the pilot project.

MPSJ is looking to emulate Penang and Johor local councils which have painted wall murals at back lanes, and are planning to build pedestrian walkways as well as a food truck park between Jalan Kenari 5 and 8.

To further ensure the facelift project’s success, the council plans to engage the participation of companies.
