A WASTE contractor who had been earlier fined by Klang Municipal Council (MPK) for illegally dumping toxic waste at several spots in Kapar, has struck again.

This time the culprit dumped the waste, believed to be from a surgical glove factory, on privately owned vacant land in the town.

The council’s hands are tied as it is private land.

In previous incidents, MPK councillor V. Maneyvannan said the council had fined the contractor after finding it guilty of dumping the industrial waste at various public areas.

“We could not take action against the offender this time because the waste was dumped on private land, and the council does not have the authority under local government by-laws,” he said, adding that MPK had alerted the Environment Department for it to take action instead.

Last month, StarMetro highlighted the numerous illegal dumping sites all over Kapar after residents complained of strong and toxic stench from those mounds of rubbish.

MPK had fined a waste contractor RM1,000 for each illegal dumpsite as the council’s investigations revealed that the contractor was engaged to transport waste from the factory to a proper dumpsite but did not do so.

Though unable to take action, Manneyvannan said the council had ordered the contractor to clear the waste from the dumpsites with immediate effect.

He said the contractor had agreed to remove the waste from the affected spots.

“The council has advised the contractor to dispose the waste at the landfill in Jeram, Kuala Selangor,” he added.
