A plan to end floods in Taman Melawis

CONSULTANTS from Keretapi Tanah Melayu (KTM) Bhd have agreed in principle for the construction of a cross drainage culvert to be built under a rail track for flood mitigation in Taman Melawis, Klang.

Klang Municipal Council (MPK) secretary Adi Faizal Ahmad Tarmizi said after months of poring over technical details, KTM’s consultants have agreed in principle to allow Klang District’s Drainage and Irrigation Department (JPS) to build a cross drainage culvert at its rail line to avert flash floods.

Rain water run-off will be directed to flow out from Taman Melawis via the culvert.

“It has taken 18-months after Selangor government’s funding of RM10.4mil was secured. MPK and even JPS are happy that the project could be carried out in five-months’ time,” he said.

MPK, who administrates the municipality, is the coordinator of the flood mitigation project.

Adi Faizal thanked StarMetro for getting the relevant authorities to hold an urgent briefing on the Taman Melawis flood issue.

StarMetro reported the matter on Sept 19 about Taman Melawis residents being frustrated that the flood mitigation project had not started despite having been approved in 2016.

They said each time it rained continuously for 45 minutes, water would enter their front porch, backyard and kitchen.

Adi Faizal added that KTM would issue an official letter to MPK this week agreeing to the micro tunnelling under the rail track to be done at the end of Lorong Loyang close to a pedestrian crossing.

“DID will have a cross drainage culvert built close to the pedestrian bridge across to Lorong Sembilang 8E at Jalan Tepi Sungai. This is a better option to move the large volume of rain water out of Taman Melawis,” he said.

Adi Faizal added that the current monsoon drain running parallel to the rail tracks was 2m wide and 1.5m deep, which was insufficient to cope with the volume of water running through it.

“Based on the blueprint, JPS will widen the drain to 3.3m in width and deepen it to 3m. Sheet piling will be done for the stretch of the drain widening to ensure no movement of soil as terrace houses overlook the drain.

“Residents do not have to be worried as the service lane after the monsoon drain widening is done, will still be wide enough for a car to go through. Before, the project begins in March, MPK will issue a letter to inform the residents,” he said.

Adi Faizal said for the earth cut drain behind Jalan Lintang Besi, JPS would replace it with concrete culverts and the Sluice Gate 38 pump house at Jalan Tepi Sungai would be upgraded.

Taman Melawis Residents Association (TMRA) chairman K. Mariappan, 47, said the association was glad that the long- awaited flood mitigation project would take off but wanted it earlier instead of March 2018.

“Our association was invited to MPK office for a briefing on the project with JPS and KTM representatives. We agree to the project but we want JPS and MPK to ensure the sheet piling is done with utmost care”.

“Driving the sheet pile must be done with a compact vibrohammer without affecting the brick terrace houses. Other than that, JPS must provide the most appropriate waterproofing solution as the drain is widened, thus bringing it closer to the homes. We do not want underground water seepage occurring towards the homes causing erosion at a later date,” he added.

Assistant secretary A. Sekaran added that the project should start in November and not be delayed.

“The sooner the authorities get on with it, the better as far as the association is concerned,” he said.
